Disability Terms and Definitions

CDB Childhood Disability Benefits. Title II benefit category for disabled adult children of deceased, retired or disabled parents. Disability must have begun prior to age 22. Vocational Rehabilitation Services Those services identified in Rehabilitation Act of 1973, as amended, which are provided in an individualized plan for employment necessary to assist an individual with a disability in preparing for, securing, retaining, or regaining an employment outcome that is consistent with the strengths, resources, priorities, concerns, abilities, capabilities, interests, and informed choice of the individual. DHU Disability Hearings Unit. A unit in each DDD regional office that conducts in person hearings with disabled beneficiaries who appeal a DDD decision that the individual is no longer disabled. Indexing Indexing is designed to provide some protection against inflation. After the first year of disability, a disabled employee's pre-disability earnings are usually increased (or indexed) by a certain percentage on an annual basis. Substantial Gainful Activity (SGA) The level of work activity used to establish disability. A finding of disability requires that a person be unable to engage in SGA. SSI State Supplement A cash benefit authorized by Ch. 49.77 and 49.775, Wis. Stats. This benefit is intended to supplement the federal SSI benefit payment. Eligibility is based on current receipt of federal SSI benefits or special "grandfathered" status as a recipient of the state supplement only. Disability A general term used for the problems a person with a health condition (such as cerebral palsy or deafness) has because of barriers in his or her environment. IDEA Individuals with Disabilities Education Act Section 1619(a) Status The special SSI cash benefits provided to disabled individuals who lose eligibility for SSI benefits under the regular rules because they have earnings at the level that is ordinarily considered to represent substantial gainful activity. Licensed Clinical Social Worker (LCSW) Certification by a state as a licensed clinical social worker. Such licensure often requires at least two years experience with a direct client caseload under supervision.
